Your guidance calls for drafts as do many other publications. I have radically reduced the time I am willing to wait for acceptance from a publication that requires a draft. If one can only submit a draft to one publication at a time, one has to make a choice between submitting a story on a timely basis and submitting to publications, especially new publications.

As a writer I would like to expand the number of publication in which my work is seen but with every publication requiring drafts, that means that the most publications I am likely to try without success per story are three publications. That is allowing at the most, twenty four hours for a decision to be made before I withdraw the submission so I can submit it elsewhere.

There is a big temptation to not submit to publications at all unless one is largely certain it will be accepted, especially if writing about time sensitive subjects.

However if publications accepted articles that one has already published generally but outside of a publication, the time sensitivity would not be an issue.
